Land and Spatial Development Board's story and goals

The Land and Spatial Development Board, or MaRu, is a government agency that began operating on January 1, 2025, under the jurisdiction of the Ministry of Economic Affairs and Communications, bringing together the practical land and spatial services and competencies offered by various state agencies, as well as new strategic spatial planning tasks.

The mission of the Land and Spatial Development Board:

Our strategic goals and services

Within the framework of national strategic planning, we are guided by the Land and Spatial Planning Program, which is one of five programs developed to achieve the objectives of the "Living Environment, Mobility, and Maritime Affairs" result area.

A high-quality and competitive living and business environment throughout Estonia, as well as sustainable land use with high-quality and accessible services.

The Land and Space Creation Program consists of four activities:

1. Implementation of spatial planning policy

Objective: Spatial planning creates the conditions at all planning levels for the balanced, high-quality, and sustainable use of space through data-based and public processes.

Brief description: Development of uniform spatial planning information systems, approval of local government plans in accordance with the Planning Act, consultation (including training).

Responsible: Management, Local Government Planning Approval Department.

1. Acquisition of land in the public interest

Objective: Acquisition procedures for infrastructure projects in the public interest are carried out lawfully and efficiently.

Brief description: Carrying out procedures for the acquisition of immovable property for the implementation of public infrastructure projects, including the purchase and exchange of immovable property, land consolidation, and compulsory expropriation. In addition, carrying out land consolidation activities for the purpose of reorganizing state-owned land and preparing for transactions.

2. Carrying out land transactions

Objective: State land-related operations are carried out legally and efficiently.

Brief description: Protecting the interests of the state in detailed planning procedures and in the design of roads and technical networks. Legalization of land use rights (easements, personal use rights) to solve access problems and establish network connections for homes and businesses. Transfer of land to local governments. Keeping records of state-owned land.

3. Real estate valuation and analysis

Objective: Information on real estate values and real estate transactions is available to authorized persons.

Brief description: Conducting regular and extraordinary real estate appraisals and providing appraisal-related advice. Managing the real estate transaction database (receiving data from notaries and making it available to authorized persons). Compiling and publishing real estate market analyses.

4. Management of state-owned land

Objective: The tasks of managing state-owned land, usage agreements, and claims are performed lawfully and efficiently.

Brief description: Management, maintenance, analysis and ensuring the best use of the state land reserve. Transfer of land to users and developers. Management of state land use agreements, including the extension of use agreements concluded during the land reform. Management of land installment agreements concluded during the land reform and performance of mortgagee duties. Alienation and transfer of state land for use at auction.

5. Land reform

Objective: Land reform has been legally completed, all land has been entered in the land register and has been assigned an owner.

Brief description: Carrying out state activities in the implementation of land reform, including privatization of land, retention of state ownership, transfer to municipal ownership, establishment of building rights on state land in favor of the owner of the building, and creation of appurtenances on unreformed land without independent use. Providing advice and explanations on land reform.

6. Performing cadastral surveying and control

Objective: The quality of cadastral data and land measurements is ensured.

Brief description: Cadastral surveying and control improves the accuracy of existing cadastral data and ensures supervision of the activities of licensed land surveyors.

1. Management of the geodetic system

Objective: Geodetic data and positioning networks are effectively secured.

Brief description: Management of the geodetic system, collection and availability of geodetic data, maintenance of the geodetic point database, and management of ESTPOS (Estonian Global Navigation Satellite System (GNSS) Satellite Data Center).

Responsible: Data Acquisition and Land Registry Service, Geodesy and Aerial Surveying Department

2. Aerial surveying and laser scanning

Objective: Aerial photography and laser scanning data are effectively secured.

Brief description: Organization and implementation of aerial photography and laser scanning, post-processing of aerial photography and elevation data, compilation and updating of orthophoto maps and elevation models. Management of aircraft and data acquisition equipment.

Responsible: Data Acquisition and Land Registry Service, Geodesy and Aerial Surveying Department

3. Acquisition of topographic data

Objective: Topographic base data is effectively secured.

Brief description: Maintaining the core database of the Estonian topographic data collection, updating and managing data, ensuring data quality, and organizing data exchange. Topographic base data is used in the production of maps, the maintenance of other databases, spatial analysis, planning, land valuation, determining the extent of restrictions, etc.

4. Management of the spatial and legal extent of immovable property

Objective: The boundaries, spatial extent, and other information of immovable property are effectively guaranteed in the cadastre.

Brief description: The management of the spatial and legal extent of immovable property is the maintenance of the land cadastre as the state's basic register. This includes all activities related to the registration of information on the boundaries and spatial extent of immovable property, the natural condition of land, the value of land, and the use of land in the cadastre, as well as ensuring the quality, preservation, and public availability of cadastral data.

Responsible: Data Collection and Land Registry Service, Cadastral Operations Department, and Cadastral Analysis Department

5. Analysis and disclosure of spatial data

Objective: Spatial data and services are effectively ensured.

Brief description: The analysis and disclosure of spatial data includes making spatial data and services available, developing related products, and analyzing spatial data.

Responsible party: Digital Services Service, Geoinformatics Department

6. Management of address and place name data

Objective: Address and place name data are effectively secured.

Brief description: Management of the address data system and uniform organization of place address determination and address data processing. Management of the national place name register.

Responsible: Digital Services Department, Addresses and Place Names Division

7. Management of data on the built environment in Estonia

Objective: Storage and evaluation of data necessary for making decisions concerning the construction sector.

Brief description: Collection, storage, processing, and utilization of reliable information for decision-making and analysis in the construction and real estate sectors, and making it available in a suitable form through a nationally guaranteed digital environment to private individuals, companies, local governments, state agencies, and other parties, and developing this environment.

8. Maintenance and development of the e-construction platform and building register

Objective: Maintenance and development of a state-guaranteed digital environment that supports the more efficient and transparent implementation of building life cycle procedures and activities.

Brief description: Maintenance and development of an efficient, simple, and transparent national environment necessary for carrying out procedures related to the life cycle of buildings, implementing activities that increase the productivity of the construction sector, and linking various national event services.

1. Construction of land improvement systems

Objective: To ensure the usability of land and the awareness of owners of land improvement systems, related risks, and obligations.

Brief description: Issuing design conditions, building permits, including preliminary environmental impact assessments, and operating permits. Implementation of the European Union's common agricultural policy land improvement measures, performance of the tasks of the authorized processor of the register of companies operating in the field of land improvement.

Responsible: Land Improvement and State Land Service, Land Improvement Department

2. Land improvement coordination

Objective: To preserve the usability of agricultural land through environmentally friendly land improvement.

Brief description: Issuing approvals to prevent activities that affect the functioning of the land improvement system. Issuing implementation drawings and other land improvement information. Activities related to land improvement associations.

Responsible: Land Improvement and State Land Service, Land Improvement Department

3. Ensuring the functioning of land improvement systems

Objective: To ensure the functioning of land improvement systems.

Brief description: Supervision of land improvement construction and maintenance, organization of the maintenance of common drainage systems maintained by the state, land improvement monitoring, performance of the tasks of the authorized processor of the land improvement systems register.
