Spatial planning is the process of shaping and implementing decisions that influence the development of space as a living environment. Spatial planning is a continuous and complex process that arises from the interaction of different sectors and fields. The main objective of spatial planning as a conscious activity is to improve the quality of the living environment through various spatial decisions at the strategic, tactical, and operational levels.

The aim of strategic spatial planning is to ensure coherence between land and spatial policy and the objectives of other important areas.

Strategic spatial planning also supports the resolution of various challenges, such as adapting to climate and demographic change, preventing segregation, and improving the quality of the living environment.

Spatial planning activities have been fragmented between different institutions. The Land and Spatial Development Board is expected to strengthen cooperation between various experts involved in creating a sustainable and high-quality living environment by bringing them together in a strategic spatial planning unit.

The Land and Spatial Development Board plays an important role in shaping and developing a strategic vision for land and spatial planning and in implementing strategies.

An important part of this is guiding the creation of a high-quality and sustainable living environment and implementing the basic principles of high-quality spatial planning. The Land and Spatial Development Board coordinates cooperation in spatial planning between state authorities, local governments, and citizens to ensure horizontal cooperation between state authorities and local governments in the field of spatial planning, and participates in international cooperation in this field.

The tasks of the Land and Spatial Development Board in strategic spatial planning are:

  • participate in guiding the spatial development of the country and implementing strategies;
  • interpret the general interests of the country in terms of space;
  • conduct or organize research and analyses necessary for the formation or implementation of spatial policy;
  • advise local governments, state agencies, and state-owned enterprises on democratic, long-term, balanced spatial development, land use, high-quality living and the built environment, including the creation of a spatial vision, the preparation of spatial analyses and consultation agreements, and GIS issues;
  • promote horizontal cooperation between state agencies, representative organizations, and local governments in the field of spatial planning;
  • promote awareness in the field of spatial planning through consultation, training, involvement, and the dissemination of international spatial knowledge and development trends.

Land and Spatial Development Board will gradually contribute to the fulfillment of the listed tasks as its spatial planning capabilities grow.
