Approval of plans

The Land and Spatial Development Board approves plans prepared by local governments, such as general, special, and detailed plans. From January 1, 2025, detailed plans that comply with the general plan will no longer need to be submitted for approval.

Land and Spatial Development Board's role in approving plans

  • The Land and Spatial Development Board decides on approval after the plan has been adopted and made public, but before it is enacted. When granting approval, the main focus is on checking whether the plan complies with applicable legislation. This includes checking compliance with procedural requirements and ensuring that the plan is in accordance with laws and other legislation, as well as higher-level plans.
  • The approval of the Land and Spatial Development Board is required for the plan to be adopted; without it, the local government may not adopt the plan. If the planning materials submitted for approval reveal deficiencies, the agency will notify the local government in writing. This allows the local government to make the necessary corrections and ensure that the plan meets all requirements.
  • In addition, the Land and Spatial Development Board provides advice on issues related to the preparation and processing of plans, including the implementation of related legislation, and organizes sector-specific training courses.
