The Land and Spatial Development Board is headed by Kati Tamtik. The five directors of the agency are: Tõnis Arjus, Chief Architect and Director of Strategic Spatial Planning; Erik Ernits, Director of Spatial Data and Land Registry; Anu Nemvalts, Director of Land Improvement and State Land; Taavi Jakobson, Director of Digital Services; and Kristi Hunt, Director of Support Services.

Kati Tamtik has been Director General of the Land and Spatial Development Board since January 1, 2025. She holds a bachelor's degree in real estate planning from the Estonian University of Life Sciences, studied building construction at Tallinn Technical College, and holds a master's degree in organizational behavior from Tallinn University. He has previously worked as the head of real estate management for the northern region at the State Real Estate Agency, as the head of the construction and railway department at the Consumer Protection and Technical Regulatory Authority, as director of strategic planning at the Transport Authority, and as deputy director of the Tallinn Environment and Public Utilities Authority, where he was responsible for direct services and customer service.

Tõnis Arjus is a state architect and heads the Strategic Spatial Planning Service. He graduated from the Estonian Academy of Arts with a degree in architecture and urban planning and from the University of Tartu with a degree in change management in society. Tõnis has worked as an architect and city architect in Tartu, and has advised on national planning and various projects on future-proof and sustainable spatial planning as an expert. The tasks of the Strategic Spatial Planning Service are to guide Estonia's spatial development, support local governments in creating a high-quality living environment, analyze the purposeful use of state-owned land under the authority of the agency, organize land assessments, and approve and provide opinions on plans.

Anu Nemvalts is the director of the Land Improvement and State Land Service. She graduated from the Estonian University of Life Sciences with a degree in agricultural production and marketing. The service deals with land improvement and drainage systems to ensure a balance between agriculture and the natural environment. In addition, the service aims to manage state land and ensure its effective use, as well as organize the acquisition of land necessary for the state for infrastructure and development projects. The service also carries out and directs the determination of ownership of unreformed land and other land transactions related to state land.

Taavi Jakobson is the Director of Digital Services. He holds a Master's degree in Economic Engineering from Tallinn University of Technology. The main task of the Digital Services Department is to ensure the interoperability, quality, and continuity of digital data and services related to land and space, and to manage related development projects. The information systems managed by the Land and Spatial Development Board include, for example, the Estonian digital map (X-GIS) with a database of topological objects, address data, administrative units, and points of interest; the land ownership platform, which includes cadastral, restriction, field, auction, and land valuation systems; the e-construction platform, which includes, among other things, the building register, planning and land improvement information systems.

Kristi Hunt is the Director of Support Services. She holds a Master's degree in Law from Tallinn University. The purpose of the department is to ensure that the Land and Spatial Development Board operates efficiently and professionally. The department organizes the agency's legal activities and representation, public procurement, maintenance and upkeep of state land, human resources and workplace design, information management and communication, financial accounting and reporting, archiving, and administrative organization.

Erik Ernits heads the Spatial Data and Land Registry Service. He holds a Master of Science degree in Mechanics from Tallinn University of Technology. The purpose of the Spatial Data and Land Registry Service is to ensure that Estonia's spatial data is up to date, to organize data collection, to publish spatial data, to maintain the geodetic system, and to manage Estonia's base map. The service maintains the land registry, which is the basis for determining land ownership and use.
