You only need to contact us for coordination if the planned development activity relates to one of our areas of competence.
We provide coordination in three areas
Land improvement
Objective: functioning of land improvement systems
Legal basis: § 47 of the Land Improvement Act (ensuring the functioning of land improvement systems)
We analyze: whether there are any land improvement systems in the planned area, what is the impact on their condition and reconstruction.
If necessary, we will present conditions for ensuring the protection of the land improvement system.
State land
Objective: protection of the interests of the state as a landowner
Legal basis: Planning Act, Building Code, State Assets Act § 8(4) (general principle of state asset management)
We analyze: whether there is any connection with state assets or unreformed land, whether the land may be necessary in the public interest, e.g. for the implementation of Rail Baltic, etc., and what the impact on the planned activities will be.
If necessary, we present conditions to ensure the protection of the interests of the state as a landowner.
Geodesy
Objective: to ensure the protection of geodetic marks
Legal basis: § 26 of the Spatial Data Act (organization of activities in the protection zone of a geodetic mark)
We analyze: whether there is any interference with the protection zone of the geodetic mark, whether the activity may damage the geodetic mark.
If necessary, we present conditions for ensuring the protection of the mark.
We do not issue approvals:
- as the protector of the interests of the state as a landowner, for comprehensive plans and higher-level plans; the coordinating body is the Land Policy Department of the Ministry of Economic Affairs and Communications;
- as the protector of the interests of valuable agricultural land, the coordinating body is the Ministry of Regional Affairs and Agriculture;
- in relation to activities affecting the use of mineral resources in deposit areas pursuant to § 15 of the Subsoil Act, , the coordinating body is the Estonian Geological Survey;
- in several other areas
