Land registry

The (land) cadastre is a national database that stores information on the extent (boundaries) of a plot of land as well as its characteristics, which include the area of the plot, the intended use of the land, the address of the plot, the composition of the land, and the taxable value. In addition, the cadastre visualizes land use restrictions (restrictions) and stores information about the administrative and settlement structure of Estonia. The data described above can be viewed on the electronic cadastre website at minu.kataster.ee.

The purpose of land consolidation procedures is to change the boundaries of immovable property in such a way as to ensure the reasonable and practical use of the land.

Land consolidation procedures are divided into re-parcelling and simple land consolidation procedures (division of immovable property, merger of immovable property, alteration of the boundaries of immovable property and exchange of parts, and determination of the boundaries of immovable property).

A field is a piece of land with uniform economic use and/or natural conditions that is not marked with boundary markers. The boundaries of fields are determined on the basis of the Estonian Topographic Database (ETAK) or map data.

Fields are divided into:

  • arable land,
  • forest land,
  • natural grassland,
  • yard land and
  • other land.

Restrictions are objects and zones that limit the use of land. Objects that cause restrictions are registered in the cadastre and areas affected by restrictions are created for their spatial forms.

Objects that cause restrictions include power lines, gas pipes, planning areas, nature conservation areas, etc.

The prerequisite for establishing limited rights in rem and compulsory rights is the creation of spatial data in the PARI (limited rights in rem information system) environment if the restricted area differs from the boundaries of the cadastral unit.

The cadastral map shows the administrative and settlement division of Estonia:

  • Estonian state border,
  • county border,
  • municipal and city administrative boundaries,
  • town and village boundaries and
  • village boundaries.
