Land surveying

Land surveyor services are needed when you want to restore a destroyed boundary marker, determine the location of a boundary in nature, change the boundary of a registered immovable, divide a registered immovable, or merge registered immovables. According to data from the Land and Spatial Development Board, there will be 110 land surveyors in Estonia in 2025 who have both a land surveyor's qualification and a valid license to perform land surveying work.

Who can I order land surveying from?

Only natural persons (land surveyors) who hold a license to perform land surveying work and the cadastral surveyor have the right to perform land surveying work and cadastral surveying. The cadastral surveyor performs surveying work primarily to supervise the activities of land surveyors.

Applicant for a land management work license

As of July 1, 2018, only natural persons can apply for a land management license.

To apply for or renew a license:

  • log in to the minu.kataster.ee environment;
  • go to the land surveyors subsection;
  • then proceed to the "Apply for a license" subsection;
  • fill out the application, pay the state fee, and upload a photo of the document;
  • submit the application.

The state fee for reviewing a license application is €260. The state fee for reviewing a license renewal application is €132.

The license is granted to a person who has a valid land surveyor's license in accordance with the Professional Qualifications Act and who has passed two cadastral surveying tests. The tests are not required if the license applicant has two cadastral surveys registered in the cadastre within two years of applying for the license.

The license exam in its current form will no longer be held. The license exam has been replaced by a professional exam organized by the Estonian Association of Geodesists as part of the professional certification process.   • Land management activity licenses issued before July 1, 2018 (licenses numbered 5 MA-k to 605 MA-k) were valid until November 13, 2020 (MaaKatS § 252).
  • Activity licenses starting from number 606 MA-k remain valid after 13.11.2020.

The license is issued for five years. The license is non-transferable and its transfer to another person and use by another person is prohibited.
